WHO IS TAMMY?
Representative Tammy Phelps is a lifelong Shreveport resident committed to public service and strengthening the community she calls home. She is the only child of Lynn and Betty Phelps, whose values of faith, hard work, and education shaped her commitment to service.
Tammy graduated from Captain Shreve High School, earned a Bachelor’s degree in Business Administration from Louisiana Tech University, and later received her MBA in Strategic Leadership from Amberton University. As a first-generation college graduate, she carries forward her parents’ belief in the power of education and opportunity.
Her dedication to service began early through volunteer work in the Cedar Grove community and with organizations such as United Way, the Community Foundation, and Volunteers of America.
Tammy first ran for public office at age 26 and later served on the Caddo Parish School Board from 2004–2010, where she was elected President of the Louisiana School Boards Association, representing 70 districts and more than 650,000 students statewide.
Today, she serves as State Representative for Louisiana House District 3, continuing her work to strengthen schools, neighborhoods, and opportunities for families across Shreveport.
Tammy remains committed to honoring her parents’ legacy through a life of leadership, service, and dedication to the people of Shreveport.
